Petition
to the German Parliament
Ladies and
Gentlemen
I am a
member of the Czech Civil Rights Organisation „ International Movement for the
Ban of the Manipulation of the Human Nervous System by Technical Means“ ( www.geocities.com/CapeCanaveral/Campus/2289/webpage.htm ) and I divulge information about the
application of these means in different states, of the s.c.” Psychotronic weapons” ( Biogenerators,
which can change and control the human behaviour and the memory ). I am in
contact with American Civil Rights Organisations like “ Citizens Against Human
Rights Abuse” ( www.mindjustice.org )
and the Russian “ Moscow committee of ecology of dwelling ( MCED , www.moskomekologia.narod.ru ; www.psicotronik.narod.ru ; www.psyterror.narod.ru ).
I write to
you so as to ask you, whether you are informed, that the German Secret Services as well torture their own citizens
with electromagnetic weapons and weapon systems, which belong to the s.c.” Non
Lethal Weapons”. Perhaps you know, that
quite a number of citizens, who are tortured by these new-fashioned weapons,
have asked the European Parliament “ to investigate urgently and in depth the
questions of the weapons with Directed Energy. These weapon systems violate the
most important principles and the goals of the European Union”.
In the end
of the year 2003, the petition was registered by the department “Activities of
the Members” and in spring 2004 was declared valid by the Petition Commission.
The petition was then sent on to two parliamentary committees and the Commission
of the EU. In a first answer in the year 2005 the European Commission lists the
National or European Legislations, which regulate dual technologies of this kind. However the Commission admits in
point 1 and point 6, that the European citizen is badly protected with the
legislation for the export and a
missing national regulation. A new letter for further instructions/decisions
was sent to them.
Meanwhile
more than 200 victims are known in the Federal Republic of Germany. Many
reports have been forwarded to police offices and prosecution offices. The
victims, who are tormented with it, sent uncountable letters to politicians and
responsible in the administration so as to draw attention to their situation –
without success. The victims are very bad off.
Nobody
helps them in Germany.
These dual
technologies, which serve military as
well as civil goals, are
researched under the reservation
of secrecy. Meanwhile many facts
however became public, ultimately because of the victims of these technologies.
Many scientists, who have performed research in these technologies, demand broad
discussions in the public, to break silence and a removal of the secrecy.
The
research into these weapons started many decades ago. Their basis is the
frequency spectrum of electromagnetic and acoustic waves. The resulting
technology enables new applications of until now seldom used frequency
channels, like e.g. in the localisation
and imaging of humans and objects
through clothing and walls. There exist ready to act devices for millimeter
waves, terahertz and UB waves, which are very difficult to detect. Furthermore
one can produce voices in the head of humans by electromagnetic waves, can
control emotions, ideas and thoughts , the intellect and intelligence, the
personality of humans can be changed (

Dreams,
sleep and insomnia can as well be elicited arbitrarily by whoever possesses
such a device and knows how to handle the technology. As incredible as it
seems, even read the thoughts of
humans, with very good quality and reliability.
In view of
this technological evolution the citizen is not protected at all and already
nowadays many people have to endure the incredible violence of these weapons.
They have the burden of proof, but can not prove much, as these weapons are
used remotely, are invisible and in
many cases unknown. So as to catch signals and to detect them, the technician
has to know exactly what to look for and eventually produce a proof of
juridical relevancy. All this is not given, as electromagnetic “ Non Lethal
Weapons” can be very different. They transmit in low and high frequencies. Even
ultra high frequencies, like optical radiations, infraredlight, laser
radiations and ionizing radiation. Furthermore there are weapons, which act via
infra-and ultrasound. All these weapons have different effects and different
frequencies, but are all in their overall effect noxious and even lethal in the
end. The reports of experts point out, that there exists no legislation against
the abuse of such weaponry. The secrecy, together with an insufficient
legislation give full licence to abuse. Complaints and inquiries of victims – they
are not few – to politicians and people in responsible positions do not lead to
exhausting information and much less do
they end this state of injustice for the victims. Once experts were
interviewed. They demanded, that a permanent commission must be installed,
which deals with the new technology. Up to now, there exists no such
commission.
My
questions to you:
There exist
a lot of information of victims, who are tortured with this inhuman technology.
Only a small part of these reports and a few more documents are sent to you. Do
not close your eyes from the fact, that humans in Germany are tortured and tormented with
electromagnetic weapons, or you will become joint perpetrators. Please inform
me, whether you have received this message.
